Software standards, protocols, tools, environment and applications have for long been a site for intense conflict and debate. Monopoly industries produced de-facto solutions with none to contest. The result of such innumerable designs had been a visible digital divide which attempted to thwart or limit the progress of information technology, by diminishing accessibility to the environment.

However with the intervention of global institutions and other freedom-conscious organisations, duly assisted by an ever enlarging group of technical institutions, technologists, legal experts, programmers and sensible citizens world-over, an environment was created, one, that ensured freedom of contribution and its protection. With this, the artificial barriers-to-entry to the technological domain started to wane.

Proprietary and unpublished de-facto solutions had to retreat as free and open software and de-jure standards made significant inroads into every technological domain that were hitherto threatened by proprietary solutions. With appropriate public licenses, public contributions are now forbidden to become private and exclusive.

As the world economy shifts its orientation and outlook from a product-based environment to a service-based environment, such interventions provide an enabling-condition to a large chunk of world citizens, who can now think of participating in global transactions without much effort.

Through principles of helping neighbour and community, embodied and embedded in Free Software, the enabled-contributors deliver tools, environment or services directly to the needy, making effective use of a *frictionless-medium* like internet. Most often, intermediary corporate-chain-delivery-systems are overridden. Simultaneously, any effort of commissioning new specialised enclaves, zones or exclusive territories, in the name of promoting information technology, gets reduced to a farce before an enlightened public.

All this while, free software maintainers, contributors, testers and users, distributed across the globe, continue to converge and act; such actions resulting in the emergence of a plethora of never-ending and exciting quality-rich solutions, capable of addressing the needs of users directly. Monopolies, for the first time ever since they surfaced usurping democracy and legal frameworks, face a more real threat of extinction or getting terribly marginalised from a civilised virtual world.

International Conference on Information Systems and Technology aims at bringing forth researchers and scholars from academic and research establishments to present unpublished research, case studies, implementations or critical reviews of premier innovations in this virtual world.

ECLIPSE - IT 2007, the second meeting of the Italian Eclipse community ? coordinated by Prof. Paolo Maresca - will take place at the University of Napoli, Federico II, on October 4-5, 2007.
The event is aimed at providing education opportunities and sharing research projects on Open Source and, particularly, on the Eclipse platform; the conference will focus on topics selected by a Scientific Committee.

For this event the Eclipse Community announce a Call for papers, posters and presentations that should be focused on the following topics:

The conference, directed to university teachers, researchers, managers and students, follows the first meeting, held at the IBM Tivoli Lab, last year.
The Dean of the Faculty of Engineering, Prof. Edoardo Cosenza, will address a welcome message; among speakers there is Ralph Mueller (Director, Eclipse Ecosystems Europe, Eclipse Foundation Inc.) and John Kellerman (IBM Software Group, Rational Product Manager, Jazz and Eclipse).
