Empowering Citizens Through Technology and Participation February 28, 2008 February 29, 2008 United Kingdom

The International eParticipation Symposium is back!

MAJOR CITIZEN EMPOWERMENT CONFERENCE COMES TO LONDON!
28th and 29th February 2008

A major International Symposium ? ?Empowering Citizens Through Technology and Participation? - will discuss the increasing importance of citizen engagement in decision making between the 28th and 29th of February, 2008 in the Congress Centre in London’s West End.

With the launch of the Communities and Local Government?s (CLG) ?Action Plan for Community Empowerment?, citizen engagement is an emerging hot topic in the UK. As the Rt Hon. Hazel Blears MP, Secretary of State at the Department for Communities and Local Government recently stated:

?We are paving the way for the new statutory ?duty to involve? local people that comes into force in 2009??.it?s time to step up a gear; to go further and faster and to be more ambitious about what we achieve. The kind of change we envisage means change at a very local level; devolution right to the doorstep?

Faced with increased pressure to include citizens in local decision making, public administrators have a growing need for new consultation strategies. The forthcoming International Symposium will address this need through a number of concurrent workshops which will examine:

? How the new ?Participation Agenda? affects local government
? How new technologies can help to engage citizens
? What tools are available for Local Authorities and politicians?
? How policymakers, Local Authorities and community groups can build for success.

The Symposium is managed by an International Steering Group including the UK Department for Communities and Local Government (CLG), the International Centre of Excellence for Local eDemocracy (ICELE), the Council of Europe, the United Nations? Department of Economic and Social Affairs (UNDESA) and the National Association of Secretaries of State, USA (NASS).

the 2nd International Performance Based Budgeting Conference May 7, 2008 May 8, 2008 Iran

http://www.pbbc.ir/en/default.aspx
The first international performance based budgeting conference (PBBC) intended to convey general understanding of performance budgeting concepts and practices .The conference enjoyed the participation of notable inside and abroad experts specially Dr.Ronald McGill- UNCDF Senior technical advisor -who co-chaired and will co-chair the conference and the attendance of over 1200 participants which is considered a great success in seeking to approach some of articles 138 and 144of Iran?s 4th five year national plan more practically. The second PBBC will concentrate on two macro and micro topics including Decentralized Performance Budgeting and Cost Management in Government Agencies.

Today, the increasing demand of local and provincial governments for budgets in order to develop infrastructure and deliver services is regarded as an enormous challenge in developing countries and their weaknesses compound the enormity. If performance budgeting stresses this vicious cycle and fails to satisfy economic development and poverty reduction goals simultaneously ,it turns into a devastating tool deterring equitable economic development particularly in local and provincial governments. Thus, It is essential to develop an integrated planning and measurement system which encourage appropriating targeted financial resources , devolving authority and flexibility ,and establishing accountability which is named decentralized performance budgeting.

Also, the issue of efficiency and effectiveness of resources notably budgetary resources represents the second challenge for governments. Put it simply, increased budget efficiency means achieving outputs at lower costs and increased budget effectiveness means attaining outcomes at lower costs. Therefore, calculating and managing costs including activity costs, output costs, outcome costs, goal costs, and vision cost is representing one of the main components of performance budgeting systems.

Hence, the second PBBC intends to delve into the above mentioned topics using experts? experiences and academic papers which are most welcome.

PENCO. Consulting Group ,pioneering in the field of performance based management and budgeting ,pursues to institutionalize ?managing for results by results? approach by organizing this conference and using its experienced international world known consultants, software and solutions. We, therefore, welcome any participation by papers, lectures and presence.

Spatially Enabled Goverment 2007 December 5, 2007 December 7, 2007 South Africa

http://www.iqpc.com/za/spatiallygoverment
Did you know that more than 80% of data has a spatial component? Professionals in business and the public sector are discovering that they can communicate more effectively, make better decisions and gain a competitive advantage by using the spatial component in their databases.

Please take note: GIS can map any information stored in spreadsheets or databases that has a geographic component to allow you to see patterns, relationships, and trends that could not otherwise have been seen in a table or list format. It gives an entirely new, dynamic perspective on information that helps? make better decisions!

Research has shown that government and related organisations find it difficult to implement GIS strategies successfully and they have a great need to learn more about the processes, policies, procedures and technology. IQPC wants to address these needs by offering government practical and workable solutions to their GIS problems.

That is why we at IQPC have put together this conference for you. Many of the uncertainties that you have faced will be addressed by others who have already made the changes and are able to share their experiences with you. You will also have the opportunity of attending master classes that will equip you with practical skills that will help you to implement GIS strategies and technology more effectively.
