AIDS is a plague in Sub-Saharan Africa, the region most affected by the pandemic. Africa?s already high and still rising HIV prevalence rates have dramatic consequences for the continent. While some African countries have succeeded in slowing the spread of the disease, primarily via effective prevention campaigns, prospects for the future remain worrisome.

At the same time, the true extent of the problem of other sexually transmitted infections in Africa today remains unknown, demonstrating the need for a revival of interest in the field.

Senegal has been selected to host for a second time the International Conference on AIDS and STIs in Africa (ICASA). The 15th ICASA will take place in Dakar from December 3-7. With more than 5,000 delegates from across the globe, ICASA 2008 will be organized by the Society on Aids in Africa (SAA) under the patronage of the Government of Senegal.

The central theme of the 15th International Conference on AIDS and STIs in Africa is: ?Africa?s Response: Face the facts?

The 15th ICASA will take place at a key moment in the fight against HIV/AIDS and STIs in Africa. In the last few years, the international community has established numerous initiatives aimed at combating endemic disease in Africa by partnering with local scientific and political institutions, as well as members of the community.

However, even as the fight continues, it is important to stop and evaluate these many initiatives, in order to recognize their contributions, successes and ambitions, as well as to acknowledge their weaknesses and shortfalls. It is time to take stock of political commitments, unfulfilled promises, and actions and practices employed in the fight against HIV/AIDS.

At ICASA 2008, international and African experts will evaluate the current state of the HIV and STI epidemics with regard to science, communities and leadership.

The selection of Dakar, a crossroads in the promotion of research and a leader in the fight against HIV/AIDS in Africa, assures the quality participation of actors engaged in HIV/AIDS at both the local and international level.

The 15th ICASA promises to be a space of vibrant exchange where academics and community members the world over can gather for careful reflection on various aspects of the disease. As the world keeps wondering what next, this conference will bring together all stakeholders in HIV/AIDS and for this year, we want to look at those challenges and how we can hypothetically address them.
Attending this conference will not be only academically viable but also attendees will have the opportunities of meeting some commercial and non-commercial bodies whose efforts in HIV/AIDS are quite phenomenon and secondly it will give the avenue to network especially with the Africa Health Research Organization’s highly innovative HIV/AIDS Working Group.

INTRODUCTION
The National Organization of Peer Educators (NOPE) is an NGO that was registered in Kenya in 2001 and granted international mandate in July 2007. NOPE has become one of the leading organizations in HIV/AIDS prevention programs in Kenya particularly in Behaviour Change Communication.

NOPE develops and markets a range of professional services and technical assistance to companies, NGOs and other organizations. The technical assistance focuses on development and management of comprehensive HIV and AIDS programs, including peer education. Through these products and services, NOPE generates funds to support some of its programs and does not exclusively depend on donor funds.

NOPE has played a leading role in increasing the scope of peer education from isolated, project-based activities to a more comprehensive program, using innovative approaches.
From 2003 to 2006, NOPE was an implementing partner of the IMPACT project, funded by USAID through Family Health International. Currently NOPE is a strategic partner in the AIDS, Population and Health Integrated Assistance (APHIA II) project funded by USAID and led by Family Health International in Coast and Rift Valley provinces. NOPE is responsible for youth and workplace programs.

NOPE organizes biannual conferences that provide an opportunity for stakeholders in HIV/AIDS and peer education to share experiences and best practices on selected thematic areas. The 3rd National Conference on Peer Education, HIV and AIDS will be held from 18th ? 20th June 2007 and is expected to bring together over 1000 delegates, local and international. The theme of the conference will be ?STIGMA, LET?S ACT NOW!?

CONFERENCE BACKGROUND
All over the world, the AIDS epidemic has had a profound impact on individuals, communities and businesses. This impact has made it increasingly necessary for individuals to group together in solidarity to fight denial, and to offer support and care to people living with HIV and AIDS. On the negative side, HIV/AIDS has caused the stigmatization and ostracizing of individuals by their loved ones, their families and communities
Peer education is one of the most effective ways of imparting knowledge and skills on sexuality, HIV and AIDS among different target populations. This is because peers have the power to influence attitudes and shape the behavior of others with whom they share certain characteristics. This conference proposes to address the problem in detail and identify tangible solutions through information exchange and providing a platform for experience sharing.

THE GOAL OF THE CONFERENCE
The goal of the 3rd National Conference on Peer Education, HIV and AIDS is to promote the role of peer educators and other stakeholders in the elimination of stigma and discrimination against persons living with HIV and AIDS.

SPECIFIC OBJECTIVES
i) To explore the extent and effects of stigma and discrimination against PLWHA in Kenya and the region
ii) To create awareness on the Kenya HIV and AIDS Bill and other existing legislation on stigma and discrimination and the role of policy makers
iii) To provide a forum for peer educators from different target groups to share their experiences and lessons learnt from their programs in relation to stigma and discrimination
iv) To provide a forum for companies and insurance companies to highlight their progress and challenges to reducing stigma and discrimination in the workplace
v) To identify best practices on stigma reduction and promote them among delegates for replication
vi) To explore ways of improving existing networks and linkages for improved access to HIV testing, prevention, treatment, care and support services.
vii) To draw recommendations, resolutions and the way forward for strengthening the role of peer educators in the elimination of stigma and discrimination.

? HIV and AIDS in prisons and other areas of confinement.

? The role of faith based organizations (FBO) in stigma reduction.
? Youth and stigma.
? Caring for widows, widowers and orphans and vulnerable children (OVC).
? HIV and AIDS and the rights of the child.
? Stigma and discrimination in health institutions.
? Equal access to anti- retroviral therapy (ART).
? Community challenges and efforts to eliminate stigma and discrimination.

PRESENTATION METHODS
The conference will adopt the following presentation approaches:
? Plenary sessions with guest speakers and experts in technical areas.
? Parallel sessions on different topics. Delegates will have the option of attending sessions they consider most relevant to their programs. Demonstrations will take a maximum 30 minutes, followed by a facilitated discussion.
? Moderated panel presentation and discussions (15 minutes per presentation).
? Facilitated practical demonstrations on BCC & SBC approaches.

Abstracts on any of the above key sub-themes and topics are invited from peer educators, HIV and AIDS Program coordinators, program managers, experts, professionals, government officials and other interested individuals and/ or groups.

KAPC?s conference provides an excellent opportunity for counsellors, and those interested in counselling, to exchange experiences and ideas. One of the counselling issues that continues to challenge us is HIV/AIDS. KAPC?s 3rd conference in 2002, focused upon ?The Challenge and Meaning of VCT for Counsellors? and 374 participants from 13 countries attended. The participants made recommendations regarding services, training, supervision, selection, policies and career structure. This conference will provide an exciting opportunity to review what progress has been made.

These issues are so critical because HIV/AIDS counselling is found in all aspects of counselling services including: VCT, DTC, DCT, Adherence, OVC, PITC, CITC and the list continues to grow.

In addition to HIV/AIDS the usual topics will feature - including professional training, supervision, accreditation, counselling in schools, ethical concerns and standards. The conference will be organised around presentations and workshops. The Conference Committee will review abstracts and select papers accordingly. The participatory nature of the conference will allow a consensual set of recommendations to be communicated to governments, NGO?s and counselling associations. Key note addresses have already been confirmed by academics from the Universities of Keele, Manchester, Durham, Central Florida and Kenya.

People who wish to make a presentation are requested to complete the official abstract form. The form should provide sufficient information to allow the presentation to be placed on the programme in the most appropriate section. The conference committee will review abstracts submitted and select papers accordingly, given the theme of the conference.

It brings together experts from prevention, treatment, public health, law enforcement, and government. By presenting the spectrum of response to methamphetamine use, we hope to learn from one another by drawing upon what is effective or promising and applying it to our work.

A regular set of rules, rigidly applied? A fixed prescription, one size fits all? Of course not.

We have seen too many times the consequences of approaches that fail to take into consideration the human and cultural dimensions of drug use and that compete for the time and attention of those whose job it is to deliver the goods. The landscape of drug response is littered with failed efforts that began with lofty goals but did not take into account the realities of what is needed to make things work.

In regard to research, prevention, treatment, policy, and criminal justice, we are like living organisms: complex, interconnected, and ? if we are to grow and thrive ? adaptive.
